Profile

Spencer K. Gober, AICP, is the Associate Manager of the Office of Community and Economic Development at the Delaware Valley Regional Planning Commission (DVRPC), which is the federally designated metropolitan planning organization for the nine-county Greater Philadelphia area. In this role, he manages much of the agency’s work related to community resilience, including management of DVRPC's Transportation and Community Development Initiative (TCDI) grant program. Recently, Spencer conducted an analysis of geolocated cellphone data to better understand the pandemic's impact on the local retail districts of Greater Philadelphia, and has worked to assist communities in planning for a post-pandemic economic recovery. Spencer also has extensive experience as a municipal planner, which equipped him with an understanding of how state and federal policies and trends can impact local decision making. He has a Bachelor of Landscape Architecture from the University of Georgia, where his studies focused on urban design, and a Master of City and Regional Planning from the University of Pennsylvania, where he concentrated in public and private development, and land use policies.
