Mr. Caruso is currently employed as the Executive Director of the Government Records Council (“GRC”), an affiliate of the New Jersey Department of Community Affairs, in Trenton, New Jersey. Mr. Caruso is responsible for multiple duties within the GRC to include adjudicating Denial of Access Complaints, responding to inquiries from members of the public and public agencies, as well as providing OPRA training sessions. Mr. Caruso has been with the GRC for nearly 14 years and has recorded approximately 2,100 adjudications in that time frame. Further, Mr. Caruso has been responsible for completing nearly 15,000 OPRA-related inquiries since assuming the role of Inquiry Manager in 2013.

Mr. Caruso holds a Bachelor’s Degree from Rutgers University, Camden Campus. Mr. Caruso and his wife currently reside in Burlington, New Jersey.
